These were mostly hard core murdering scum, by the way. When discovered, the long arm of the law reached out and dragged the offending people away. The person in charge was summarily dismissed. Heads rolled. That sort of accountability was unthinkable under Hussein. Today, it is the rule, not the exception. You always have criminals. How you deal with them details the health of your society. If you laugh and join in with their hurting people, then you are deeply sick. If you punish them harshly, you are not.
