Ordinarily, I’m a "states rights" person, but I have to acknowledge that state correctional facilities are notoriously underfunded and are effectively rape/torture dungeons. Abuses inside work to spread all sorts of nasty diseases such as hepatitus, AIDS, and TB. And all of this comes back to us when these guys are released as angry diseased [...]
