    as sad as it is, "correction" of behavior takes a back seat.

  2. Given the reach of prison gangs and their outside counterparts, I think the 1st priority should be separating gang members by dispersing them far and wide. Make it harder for them to keep in touch. Make it harder for their family members to visit them and communicate gang related information.
