Sometimes, if the feds are too busy to take a case or it doesn't meet their minimum guidelines, they will ask the state, county, or local law enforcement agencies if they want to prosecute it. Call the Port of Entry where he was arrested, if you know which one it was. If you know the state where he was entering to, call all of them. You can also call the Bureau of Prisons to see if he is in Federal Custody. My advice, wash your hands of this person. If you lay down with dogs, you get fleas. If the US side- most likely the arresting authority was either the Border Patrol or ICE. If the Mexican side- the Mexican police have your friend & I really feel sorry for your friend. Mexican jails are a living nightmare.
