		<description>Federal Probation Officers have started requiring offenders to submit to DNA testing for the offenses of murder, voluntary manslaughter, enslavement, kidnapping, robbery, burglary, incest, and arson. 

Also, judges do occasionally order DNA testing as part of a youth offenders probation, but to my knowledge, this has not become an overall common practice for any particular state. You don&#039;t mention your friends age, so can&#039;t give you a definitive answer. However,  if he is on federal probation or classified as a youth offender, he may be telling the truth.&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>
