The population of our prisons have increased since the war on drugs was started. It is obviously not working. there are programs that have proven to be successful but are not being utilized. congress just approved a huge amount of funds to build more BOP facilities. Most if not all of these facilities are managed by private unities that are more costly to taxpayers. we need to stop paying more for incarceration and invest more in the children that are the most disadvantaged.

Not have illegal drugs…?
