What dictates what prison an inmate is sent to?
I understand federal and state prisons, but what dictates the location of the prison an inmate is sent to. Is it the state they committed the crime?
EDIT: If the offense is a state crime, what dictates what prison they are sent to.

It’s the state they committed the crime in I believe. Unless like you are saying if it’s a federal crime they may be sent out of state.

in a crime prosecuted at the state level time will be served in the state facility where room is available they may try to keep inmates in a facility closest to family and friends but often that won’t be possible or not in the best interest of the Inmates recovery program
seldom will state prisoners be held in federal institutions and vice versa
for convenience sometimes federal level prisoners will go to State institutions if they must appear in court on more charges if the state institution is closer to the court
in situations like that the Federal system might maintain a cell block for federal inmates in that state prison
