Are inmates included in world/countries population statistics?

I’ve always wondered if inmates are included in population statistics. It seems like they should. However, they don’t have voting rights. Does anyone know the answer to this?

Yes, they are counted in the census.
Voting rights has nothing to do with it.
And some inmates CAN vote.
Yes, really.

  1. yes, prisons do conduct census’: they are generally counted as residents of the town where the facility is located.

  2. They must be, else we wouldn’t know that the United States has the highest prison population rate in the world, some 701 per 100,000 of the national population, followed by Russia (606), Belarus (554), and Kazakhstan (522).
