Prison, by it's nature is a predatory society, and rape is about power not sex. Prison rape happens for any number of reasons such as paying debts, intimidating a weaker inmate, and in some cases just for the sex. As they say in prison, the sex you want you don't get and the sex you get you don't want. Additionally, in sex there is no such thing as consensual sex, that includes staff with staff and staff with inmates so the definition is a pretty broad.
